The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has filed charges against Bello Abubakar, an oncology consultant at the National Hospital in Abuja, for allegedly forging a medical report to support Nasir El-Rufai’s bail application on health grounds.
The charges consist of four counts, claiming that Abubakar knowingly issued a false medical document to mislead public officials. The report in question, titled “Medical Report and Expert Opinion for Urgent Medical Intervention,” was dated June 10, 2026, and presented to a Commissioner for Oaths before being submitted to the court.
The first count accuses Abubakar of providing false information to influence a public officer, which violates the Corrupt Practices and Other Related Offences Act. Further allegations include the misuse of his medical position to gain an unfair advantage and collaborating with another individual to fabricate false information.
The Chief Medical Director of the National Hospital, Raji Mahmud, is expected to testify that Abubakar never conducted a proper medical examination before issuing the report. According to Mahmud, the hospital did not authorize the document and confirmed that El-Rufai was not a registered patient there at the time the report was issued.
In contrast, Abubakar has claimed that El-Rufai has been a patient at the hospital since 2005 and that he provided consultations, some of which were undocumented.
The ICPC’s investigation is supported by multiple witness accounts and documentation, highlighting procedural anomalies in the medical report’s issuance. El-Rufai, facing several corruption-related charges, has denied the allegations and accused authorities of using the legal proceedings to maintain his detention.
